So now... how do you say in English... "Tienes que...(obligación)" o "No tienes que..." ?

Para decir "Tienes que (obligación), en inglés decimos "HAVE TO". Por ejemplo:
I have to clean my room
---> Yo tengo que limpiar mi habitación
You have to brush your teeth
---> Tú tienes que lavarte los dientes
She/He has to walk the dog
---> Ella/Él tiene que pasear al perro
We have to do the homework
---> Nosotros tenemos que hacer los deberes
You have to water the flowers
---> Vosotros tenéis que regar las flores
They have to listen to the teacher
---> Ellos tienen que escuchar a la profesora
⚠️ Como véis, el HAVE TO cambia dependiendo de la persona a la que se refiere
Para HE/SHE es HAS TO
Para los demás, HAVE TO

Para decir "NO TENER QUE" (falta de obligación) en inglés decimos "DON'T HAVE TO". Por ejemplo:
I DON'T HAVE TO go to school
---> Yo no tengo que ir al cole
You DON'T HAVE TO eat all the chocolate
---> Tú no tienes que comer todo el chocolate
She/he DOESN'T HAVE TO clean the kitchen
---> Ella/Él no tiene que limpiar la cocina
We DON'T HAVE TO print the homework
---> Nosotros no tenemos que imprimir los deberes
You DON'T HAVE TO cook cookies
---> Vosotros no tenéis que cocinar galletas
They DON'T HAVE TO sing a song
---> Ellos no tienen que cantar una canción
